No law against HDZ's
"lobbying"

As some
amongst you might have seen over these past few days,
Voiceofcroatia.net is no longer in position to deal with
Croatian themes. The reason: It's been for years that
HDZ's "lobbyists", overt and covert, abuse of the
material of this website with no action being possible
against it. Most Croats are being silent and "helpless"
to whatever HDZ is doing, there's no law against it,
since HDZ is the only law in Croatia.
They
pick the material from this website – even my published
articles in Croatian press and those of other authors
and VoC's correspondents –, and then distort it all,
sign the internet address of their obscure boards
instead of voiceofcroatia.net, sign false names, write
the letters to themselves in my name using the pseudonym
similar to my name or address, write even my "biography"
(hoping that their pessimist 100% lies might still
result in 1% being believed into, which is their key
"lobbying" strategy), post the false photos attached to
it, which was most often the product of their unhealthy
fantasy with most vulgar pornographic expressivity,
which is also how I learned (from verifiable sources)
that Croatian PM Ivo Sanader dealt with pornography for
Belgrade magazine "Start" prior to joining HDZ, i.e. in
the time when communist secret services alone had the
access to the media in former Yugoslavia, and
particularly to that paper. But he's also known for
making stops to pornographic sites prior to his meetings
with his counterparts in the US and other countries.
Hence, not only the "literary" art but also other
branches in which N. Jurica and Ivo Sanader were
"trained" on their way into "big politics" give a base
touch to the activities of their Croatian "lobbyists",
that is among Croatians. It can be observed also in all
areas of Croatia's life that only immorality and extreme
unscrupulousness are being promoted.
It's
been for years that they use their most vicious
"literary talents" – not very well appreciated in any
academy so far; it's rather illegal in all societies
ruled by law – so to pursue most devious activities each
time I point out, or offer a different view on some
policy or political situation concerning Croatia. No
doubt, such "lobbying" activities are inspired and fed
by the top government of Croatia, particularly since
they "ratified the NATO" (first announcement being made
by Frank Bilaver, HDZ's US lobbyist who obtained the
info via his close ties with N. Jurica and I. Sanader –
yes, the one who forged the photo of Mr Bush so to make
it look that he was attending Bush's meeting with
Sanader, Biskupic et al. in Washington, D.C., 2006).
It would
be no possible to describe the amount of insults, lies
and perversions the HDZ "lobbying group" sent around
over these years, which cost Croatia 1,6 mil Euro in
2007 only for a single office in the US. But, they
became totally insupportable with their obstructions
over the past days since I published several comments on
"Public
relations and governments (Croatia's case)." (See below
on this blog.)
Due to the lack
of any meaningful argument against my articles, they
extended their obscure "responses" even to some
newsgroups I was active at for years, such as amac-rb,
and to various Croatian website editors. They're
protected by the top government in Croatia and fear not
accountability for what they're doing. Well, they even
"ratified the NATO", they can do as they like now – but
their old and illegal technology of lobbying has only
advanced in respect to the hostility range they exercise
in the most uncivilized way. Which they probably call
"creativity" at the US summits.
I decided to end
this finally: Yes, I interrupt my activities in
Croatian domain, as long as such bogus HDZ practice is
possible.
I also quit
amac-rb, so-called the email network of former students
of University of Zagreb. Knowing that diplomas, exams
and notes are found to be bought and sold on the black
market, that 80% of students are reported to cheat at
the exams according to the latest poll amongst them,
that the student records are being falsified only
"several times" a year, etc., I wonder not that this
years-long HDZ practice, which reached the pick since
they "ratified the NATO", was being tolerated in
silence, as much worse things at political level so far.
But now they reach to just everyone who dares to say how
they do. "It's a shame for them", says an amac-rb member
only after I announced I quit it, "but there's no law
against it" on the Internet. Well, then.... If that's
it...
They're trained
in forging, insulting, threatening, distorting, steeling
other's material, truncating the original one and
inserting their own, and so on and on, ever since they
started "unconditionally cooperate" with the tribunal in
The Hague. Since then, it's impossible to have a view,
they make all important decisions on Croatia "face to
face" with domestic and global elites, far from the
public, and we're not supposed to note what kind of
"democrats" they are…
Since HDZ
announced from NYC and Cleveland that they "ratified the
NATO" (see below), and since I wrote a few comments on
their "lobbying art," the amount of their
aggressiveness, rudeness, violation against my website
and my person, and my dignity of course, went far beyond
tolerable. Why would anyone take it? I have no personal
interest in treating of these subjects whatsoever. It’s
not rigolo, which we can see when someone else becomes a
subject.
But HDZ, while
promoting the care for “poor in Africa” laughs to us how
we’re poor and miserable! Wonder, for once more, why and
on what they spend 1,6 mil. Euro for “lobbying” in a
single Croatian office in the US! And then, they ask to
treat of this subject in private with the president, as
if were their money, not Croatian! Poor "democrats".
For those who
sat and watch how they practice their "lobbying art" – I
say to them, we can see now how communist Yugoslavia
lasted so long, contrary to the aspirations of Croatian
people. Something is deeply wrong with Croatian "elites"
overall. And there's no justification for that: If
Croatia was capable of raising the army out of scratch
and defending its soil, why the "elites" failed in just
every sphere. Busy making money and "lobbying" for
themselves?
Thus, it's
really over this time. Why would I take all this for my
voluntary work in Croatia’s interest. Where there’s no
law against such “global” lobbyists. They still don’t
dare to say directly all they wish to say, but they do
it via “lobbying”. We have better things to do than to
deal with their “lobbying”, don’t we. Well, me too,
enfin.
E libera nos a
malo, and that's it.
If the NATO
leaders found such partners credible, while they allowed
most honourable and best soldiers of Croatia to be
imprisoned – via the same HDZ's "lobbying art", the
entire affair is suspicious. Far removed from anything
just, professional, serious, honest, honourable, etc.
Why they chose
such people as their partners: It remains an issue to be
researched. Hence, this goes to my list of
thanks to the US!

NB: Only the
part of the website Choses merveilleuses shall continue,
but it will no longer deal with Croatia. It’s not
Croatia anymore. If others have reason to keep silent or
even praise HDZ’s “leaders”, this editor and webmaster
has not and won’t take it any longer. VoC is not their
black market, but neither the place for, or subject to

on their lobbying, let someone else deal with Croatian

HDZ responds to VOC and
amac-rb:
"We ratified the NATO
in the [US] Congress."
Unwonted as it
may be, here is a sample of HDZ lobbying art in the US, brought
to the attention of this editor and webmaster:
“We ratified the NATO in [US] Congress.
Congratulations to all, we go ahead….” – writes to us
the chief HDZ man in the US, Frank Bilaver, who “has full
support” of prime minister Ivo Sanader for years now.
The rest of his
communiqué is his usual HDZ’s “lobbying art” of insulting the
opponents and hiding the details, which I won’t expose here in
full since it’s quite rude and offbeat. Creative, as such
“global leaders” would put it nicely.
Hence, we are
interested, and entitled to know :
1. What exactly HDZ ratified (NATO!?) in the US Congress;
2. How much HDZ has paid to “ratify the NATO” and to whom
exactly;
3. How much Frank Bilaver is paid for such “lobbying” (see below
the screenshot of the message informing us of HDZ's "ratifying
of the NATO in the [US] Congress").
It’s Croatian
money, and it’s not very Croatian way of "lobbying" to me. The
NATO will be proud of their new allies for sure. But this is not
very American either… Or perhaps it is. Let's not take anything
for granted any longer. A detailed lobbying expenditure list
will disclose whose “art” all this is. Perhaps, "useful idiots",
such as Frank Bilaver rank very highly in the US foreign policy
strategy and tactics of today.

“Lobbying art” of Croatian government (HDZ):
Dangerous and irresponsible criminalization of the opponents
to corruption
According to
Vecernji list of 24 Sept 2008, which claims to have checked
the official figures of Ministry of foreign affairs,
Croatian Embassy in Washington, D.C. with Neven Jurica on
its head reported the yearly expenditures for “lobbying”
(read, for non-transparent global “millennium objectives”)
in the amount of 1,6 mil. euro in 2007. (and just imagine
how much they don’t even report).
Still according
to the same source, it’s 100,000 euro less than
Embassy in France lobbying expenditure, and 1,5 mil. euro
less than the lobbying expenditure of Croatian mission in
Brussels.
However, the only
“credibility” of Croatia they achieved by their “lobbying”
is that of criminalization and imprisonment of those who
opposed a wide-scale corruption and historical truth
reversal in Croatia.
For example, when
Neven Jurica attempted to apply his “lobbying art” (2002/2003) in
order to make Voiceofcroatia.net cooperate with HDZ in
treason of the Homeland war – since the intimidation, murder
threats and similar methods didn’t work with this editor and
webmaster – we could see that he was busier with blatant
criminalizing of his personal opponents, with no valid
evidence whatsoever, and far removed from any national
interest concerns. It was upon a telephone conversation with
him at that time (since local HDZ in Montreal provided him
with my telephone number as well) and my refusal to meet him
in person, in spite of his art of persuasion, that I
realized that we’re not to blame so much the foreign
officials as long as HDZ runs such “lobbying” activity…
Now we learn how
much it cost Croatia in 2007: 1,6 mil. euro.
Croatians finance
their own destruction.
NB. According to
the unofficial rumour, gen Ante Gotovina opposed the wild
corruption in Croatia within Croatian “elites” which
possibly, partly explains his fate today. So that today,
Croatian officials, undisturbed, can engage in lobbying for
narrow-interest groups and promote globalisation, with no
responsibility whatsoever.

Money laundering or lobbying
There's another "creative
economics" invention in Croatia praised by ruling party HDZ:
Public relations companies that Croatian government is paying
dearly in the US and Europe. Thus all the debts with witch they
burdened several Croatian generations (the only result of their
orientation "towards" the future) are imposed so to send the
money back to the US and the EU (or serve the interests of
lobbyists groups in Croatia).
Indeed, public relation
companies did develop a non-transparent network that mediates
between the governments and narrow interest groups. This is
quite amazing as a democracy concept reinvention. Let's examine
just a few points:
- HDZ (US) says that 15.000
lobbyists operate in EU, which is supposed to be the largest
lobbyist target after Washington, D.C. What the governments
serve to - lobbying groups or people?
- And what, for example,
Croatian government is lobbying for: For global "millennium
objectives" and "global challenges", i.e., wars.
- We've seen it in
the speech of Croatian PM at the Global Creative Leadership
Summit in NYC, probably one of the largest "lobbying centers" in
the US, and perhaps even in the world, which HDZ fails to
specify. Little matters that such lobbying groups don't look any
more professional than the most ordinary call-centers, or even
worse, but they have "connections" in the government. How do we
call this "public" decision-making process - I find no
description of it in any of my once-so-praised US books.

Another "creativeness" is that that we see top politicians
"lobbying" themselves - so what are they paying the lobbying
companies for. After a first year of Sanader's HDZ in power, the
top Croatian politicians, including the prime minister, prided
themselves in spending half of the mandate out of country -
probably lobbying, the effects of which are drastic in Croatia
in all areas of life a several years later.

Anyhow, this "public relations" lobbying by Croatian government
looks more like money washing to me, or some kind of bribery, if
I still remember my old public economics and management books
(western, of course). Since there are no other details than the
"importance" of paying to lobbying firms.

Does it mean, Croatian government (as a "successful experiment")
is taking the money from foreign governments (loans, etc.) so to
pay a portion back to the lobbying firms, which they, profit
aside, use to talk to foreign officials they have connections
with... All that for lobbying for the global interests, and not
Croatian ones at all!
- And
who's benefiting: Only the "global leaders" of different
nations.
I
see no democratic decision-making process here at all, just
money laundering pockets in the government affairs. Was that not
so in communism, but at least they didn't make it look so nice -
public relations, lobbying, etc., they were doing it in hiding.
And just because hundreds of "countries" are doing it, as HDZ
would put it, all that should be fine.
The
logic of that seems to be the same as in Croatia's education:
Just because there is a corruption in other ministries, and it's
practiced often, by many (it's how the dean and minister
justified the scandal in education, selling exams, marks,
diplomas etc.), no one had to tell us what was going on and take
some measures. Thus no one resigned yet from the faculties or
the ministry of education, which tolerated a wide-scale
corruption. There seems to be some interesting spirit of
"tolerance" taking place not only in Croatia, but globally.

Minima vs. maxima
Il y a des choses merveilleuses depuis que j'ai acheminé
aux amis et équipes de média au travers du cyber-monde
le communiqué du 19 septembre 2008

d'avoir signalé le lien vers ce blog sous le titre "La
valeur des diplômes dans la Croatie aux mains des européistes.
Merci également à l'équipe de
cyberpresse pour
m'avoir donné les bonnes adresses où envoyer mes communiqués. Ce
blog se sert souvent de leurs nouvelles très informatives. On
apprécierait bien qu'il s'informent et nous informent tous de ce
dernier "phénomène" croate lorsque que les fausses élites
politiques et académiques essaient de le minimiser et présenter
comme "normal" pour le simple fait que la vente des examens et
des diplômes etc. dans les universités croates se pratiquaient
souvent... Minima, c'est tout.
Un grand
merci à un ami français qui était au courant de mes ennuis avec
l'Université de Zagreb, et qui m'a signalé les premières
nouvelles (Balkanikum) car beaucoup des Croates n'y voyaient pas
encore "grande chose": elle est devenu tellement "normale", la
corruption, là où se forment nos élites. Comme tant d'autres
choses. Minima toujours! La logique en étant, que peut-on faire
contre ces derniers, ils sont devenus des "hommes-dieux". Ils
sont "global leaders"! Leur titre est tout ce qui compte.
Même
aujourd'hui, quand toute presse en parle, certains réseaux de
distribution croates dits académiques se taisent complètement
sur ce sujet! Mais ce n'est pas normal. Même si c'est de la
"normalisation" que les politiciens croates ont introduit en
Croatie et dont ils se vantent (voir l'article d'aujourd'hui en
anglais

Pour une
fois, on ne se fait pas juste des ennemis "overt and covert" -
depuis que ce blog s'est mis en marche.

"Knowledge-" or
bribery-based "global world" of Croatian pm
Croatian
Prime Minister Ivo Sanader wasn’t quite creative this Sunday, 21
Sept 2008 in NYC where he gave a talk at the Global Creative
Leadership Summit.
Croatia is mentioned in context of serving
unidentified “millennium objectives”, their deadline being 2015.
His zeal for “global challenges and
possibilities” contains no other clarification than certain
vague “regional” and “global” schemes, where the pm entirely
ignores the problem of
irresponsibility
inherent to globalisation processes ever since they started,
which is only being aggravated since.
But, Croatian
PM proved most “creative” in reinventing recent Croatian
military history by comparing the defence Homeland war to
the American Sept 11. He said: “In Croatia, 10 years prior to
the attack of Sept 11, we were faced with the same threat
incarnated in Milosevic”. Although, Milosevic “outlived
his usefulness” for pm Sanader’s global leaders only after
his war in Croatia and Bosnia.
It goes
without saying that the Croatian war was that of national
defence, so that Croatian people ends communist oppression and
reasserts national freedom and independence, Croatian
sovereignty and Croatian values, but the Croatian pm entirely
dismissed them by trading them for the “global” ones. He
attracted the global threats to Croatia, the only lasting
"advantage" of globalisation, so that the US may diversify their
own threats arising from the wars they run in their own interest
far removed from Croatian one.
As for the
tragic event of Sept 11, there are divided public opinions
regarding the culprits in the climate of overall radicalisation
imposed and systematically developed across the world by the US
and its allied advisors in the name of the world messianic that
Croatian pm advocates, as well. (See the section
American "Bin Ladens" on this
blog.)
Next,
Croatian PM Sanader remained in the “cold war” epoch that is
over. It’s him that’s pushing Croatia and the world back to the
past: The utopia reigns now in global leadership zones. (see
The "American Dream" is over - It is not a Cold war!
)
But we must
concede that Croatian pm was quite creative in the area of
education:
“Next, we
came to the conclusion that the knowledge-based economy is the
best way to increase our economic competiveness. In this
direction, we started and implemented numerous reforms and
initiatives. Among those initiatives, there is also the
promotion of life-time education,
implementation of the [European Union]
Bologna process, through which we reformed the
educational system so to promote
the creativeness in the classes and the removal of unnecessary
content from the educational programs.”
He certainly
promoted life-time
wealth for so many of his likes: In Croatia, the police raid
was launched on 16 Sept 2008, and so far, 67 cases of bribery
within a few Zagreb’s faculties are under official investigation
(the police forces have “no capacity” to investigate other
cases!). Following his reformation, it became the most normal
practice for professors to sell the notes, diplomas etc. to the
students they never even see! It's how the rector of the
University of Zagreb presented it, as normal and therefore not
significant. The Economics $ Business faculty dean reacted also
in a way of minimizing the problem and virtually blaming the
police for their reputation! President Mesic also addressed the
problem as a "joke". The PM’s first response to the
police raids, although one day belated, was the following: “I’m
interested to know who initiated this”; “It’s not the government
that’s doing this.” Yes, we know, the government is only
implementing the reforms… and that very "creatively", via means
of organized crime in which took place even a high parliament
official appointed by pm Sanader.
We can
conclude that the creativeness in pm Sanader’s terms means: new
ways to destroy Croatian security, legislation, economy,
education, and particularly the new prices for passing the
exams, getting the diplomas etc. in his “knowledge-based” world.
Finally, we
can
safely conclude that pm Sanader speech in NYC was written by
someone who bought his/her exams/diploma very cheaply. It is the
only thing that is clear to us from his speech.

If we check the website of the
Louise Blouin Foundation it
will tell us that the Croatian PM entirely missed the subject!
The subject was "Economy,
Inclusion and Dynamism" while he spoke of "global security",
"millennium objectives", "Twin Towers", Milosevic, UN, NATO, Kosovo
etc... So all this is about creative economy. Unless his
speech-writer bought his exams and diploma at the Economics and Business
faculty, or elsewhere. But it's in NYC, not in Croatia.

- Predsjednik Republike Hrvatske Stjepan Mesić ocijenio
je danas da se antikorupcijska akcija "Indeks" vodila za
one do 10.000 eura, a da njega zanima akcija "preko
10.000 eura".

Pourquoi la politique ne
dit-elle rien à propos d'Indeks ?
Indeks
est sans conteste la plus grosse et la plus spectaculaire action
anti-corruption à avoir été menée en Croatie à ce jour.
Cependant, les principaux politiciens croates n'en disent mot.
Il est pour tout dire incompréhensible que le Gouvernement ne se
soit pas exprimé à propos d'Indeks, mis à part la
curieuse tentative tarabiscotée du ministre
Dragan Primorac de présenter Indeks, dont
en fait il ne savait rien, comme sa propre initiative.
Le Gouvernement et le Premier
ministre avaient réagi tout à fait autrement dans les
précédentes affaires semblables quoique moins vastes. Qu'on se
souvienne de l'importance que le Premier ministre et ses
collaborateurs avaient accordée à l'opération Maestro*
de l'année dernière, qu'ils avaient dépeinte comme leur propre
succès politique.
S'agissant d'Indeks,
ils n'ont en revanche soufflé mot le premier jour, probablement
en raison du gros malaise qu'a infligé à la Communauté
croate démocratique (HDZ) l'arrestation de Desa Mlikotin
Tomic, la présidente, appartenant au HDZ, du Comité
parlementaire pour les conflits d'intérêt, dont la fille est
employée au sein du Bureau du Premier ministre.
Toujours est-il que le silence
dont fait montre le Gouvernement au sujet d'Indeks est
une grosse omission. Sanader et son Gouvernement auraient dû
immédiatement apporter à Indeks un soutien clair et
vigoureux. Un tel geste aurait offert à l'action Indeks
la dimension sociale souhaitable, à savoir le besoin de créer un
consensus social pour la lutte contre la corruption. (lire

Chers amis et les
équipes de média,
Je vous signale les
nouvelles internationales provenant de la Croatie du 18 à 19
septembre 2008 concernent l’éducation.
Il s’agit d’une
pratique continuelle de vendre les examens, les notes pour les
cours, et les diplômes à la faculté d’économie et celle
d’ingénierie du trafic etc. au sein de l’université de Zagreb.
L’opération policière
qui se déroule présentement à Zagreb en a signalé 95 cas et même
les prix sont connus. Ceci ce pratiquait dans un pays dont le
gouvernement se flatte de ses « réussites » colossales dans sa
voie vers « L’Union Européen », « NATO » etc.
Cette opération
policière « Index » à réussi grâce à l’ignorance des autorités
politiques sur ses préparations, ce dont témoigne aussi la
première réaction du premier ministre qui a demandé publiquement
de lancer une investigation contre les journalistes qui en
écrivaient promptement au cours de l’opération, en obstruant
ainsi la justice.
By the way, le
premier ministre croate déclare en connexion avec cet affaire
(car son haute fonctionnaire du parlement était arrêtée aussi)
que l’opposition ne comprend pas ce qui est la démocratie :
c’est 50% + 1 (pour évoquer le bipartisme). Comme on le sait
bien, cela est un échec dans chaque université sérieux.
Imaginez-vous,
maintenant, les « élites » croates se plaignent que ceci fait
dommage à l’institution comme si la police était coupable de
leur intervention et non les profs qui vendent les examens et
les diplômes (Recteur de l’UdeZ), et à la réputation des
profs : le doyen de la faculté d’économie M. Tipuric se demande
comment vont-ils regarder aux yeux à ses étudiants après cela
(police coupable une fois de plus), mais il ne dit pas comment
pouvait-ils le faire auparavant ! Le média croate a adressé ce
sujet comme « mafia universitaire ».

Car moi aussi, j’ai
une expérience désagréable avec la soutenance de ma thèse de
magistrat (en administration) pour laquelle je ne pouvais même
pas obtenir la date jusqu’au récemment (avec une demande des
frais additionnels pour leur obstruction !) – on m’a toujours
menti que le rapport était soumis (pendant 6-7 ans!). Le
directeur de ma thèse était l’ami proche du doyen de la faculté
de l’économie et j’ai lassé tomber le tout, pour une dernière
fois, juste récemment : il n’y avait pas de moyen de dépasser
les obstructions sans bien payer à tous.
En plus, les pouvoirs
politiques m’ont fait passer deux fois une demande d’approx.
9,000 Euros avant que je puisse obtenir mon diplôme ! Tout cela
après que tous les frais étaient payés à la faculté et j’ai fait
ma part… et l’université n’a jamais fait le leur. Il fallait
payer aux profs mais aussi obéir aux pouvoirs politiques pour
obtenir un diplôme à Zagreb.
Vous allez voir des
nouvelles croates que pour cet argent on achète le diplôme à
Zagreb, sans que personne ne fasse aucun travail, donc, pourquoi
il me faillait s’en occuper depuis 1996 quand je me suis
inscrit... J’ai adressé ce cas ici :

Aidez-nous, S.V.P., à
faire connaitre ce que vaut un diplôme en Croatie pour que cette
pratique des « élites » arrête. Ce que font les « élites » en
démocratie « 50% + 1 » n’est jamais de crime – on cherche à
punir ceux qui dévoilent la vérité, et non les coupables… A ce
titre, je vous joins un article
de la presse française sur ce sujet qui rend un peu de la
justice à tous ceux qui travaillent fort pour obtenir des
résultats….
La police arrête des professeurs dans la Faculté
d'ingénierie du trafic et celle d'économie
(Et une chose
vraiment merveilleuse, c’est le fait que cette pratique est
adressée en Croatie me réjouit, après tout…, bien plus qu’un
diplôme de Zagreb… Ca fait du bien ! )

Sur ordre du Bureau pour la
prévention de la corruption et du crime organisé (USKOK),
plusieurs centaines de policiers ont lancé ce matin une
action d'arrestation de professeurs à Zagreb et de leurs
assistants pour raison de corruption, annonce le journal
Jutarnji list.
Pour l'instant a été
arrêté un professeur d'université et on présume qu'il
existe encore des mandats pour l'arrestation de 31
personnes. L'USKOK a informé l'université de Zagreb de
l'action ayant pour nom de code Indeks.
Dans l'action a
également été arrêtée la professeur à la Faculté
d'économie, Desa Mlikotin Tomic, qui est également
la nouvelle présidente du Comité parlementaire pour les
conflits d'intérêts, a appris le Jutarnji list.
Mlikotin Tomic avait
été élue présidente sur volonté de la Communauté
démocratique croate (HDZ - le parti au pouvoir), ce que
l'opposition avait fermement critiqué. Dans l'intervalle,
sa fille avait été engagée au sein du bureau du Premier
ministre de la République de Croatie.
Au cours de la
journée ont été conduits à la police au moins 95
personnes : des professeurs, des assistants, des
intermédiaires dans la corruption ainsi que des
étudiants qui font l'objet d'une enquête criminelle. Le
directeur de l'USKOK a déclaré que par son ampleur, ceci
est la plus grosse action anti-corruption jamais menée
en Croatie.
Selon certaines
informations, les prix des examens variaient entre
400 et 2.000 euros tandis que l'inscription se faisait jusqu'à 9.000
euros.
L'enquête aurait eu pour
origine la plainte d'un étudiant à la Faculté d'économie
qui avait payé pour l'examen mais sans pour autant
l'avoir réussi.

There
seems to be a more precise explanation to the
luxurious inertia of
the Croatian government addressed in my article that speaks about
Croatian “successful experiment”,
The "American Dream" is over - It is not a Cold war!
It can
be found on the
history page of the sponsor of the seminar or debate launched by
the “Ethics and public policy center”:
“No
subversive forces can ever conquer a nation that has not first been
conquered by ‘subversive inactivity’ on the part of the citizenry,
who have failed in their civic duty and in service to their
country.”

Hence,
there must be pointed out a few more quotes
in the US debate I
label as "Augustine
or Aquinas vs. Founding fathers" for they expose all hypocrisy
of the US foreign policy as well as the concept of "re-invention"
serving the US warmongering perpetuators who argue in favour of the
American UNILATERAL role on the issues of international conflicts,
where others, such as the U.N. or Catholic bishops are only used for
“pragmatic reasons” of winning the international support for the
US foreign policy agenda.
Hence,
let’s take part in this debate, hoping that the US hasn’t totally
switched into tyranny, a stage following the democracy in the
“circle which all republics are destined to run through” ever since
Plato’s Republic… Hoping that the US is not entirely transformed
into a Despot, by seizing the absolute power and transforming the
human beings into wolfs... Hoping that the laws are still made to
compel men to labour, to make men good, and not to silence a
discussion when opposite to their agenda...
Of
course, the hope is illusory in the debate I quote below, but this
debate proves to have an upper hand in the US foreign policy
decision making process, according to the facts on the ground in
various countries of Old, Western Europe, Eastern Europe, Asia,
Africa,
Latin America,
and so on and on. This debate adventures into “just war”
discussion denying every Eternal law, so to reinvent it, without
Catholic Bishops, and without any stable truth, their truth being
subject to time and the particular circumstances of the US “world
policeman” agenda, which is, in our modern time, focused on creating
conflicts within the states rather than among the states. It is not
visible from where originates the legitimacy of this debate;
however, their most bellicose participants proclaim the Catholic
bishops as “illegitimate umpires” in the US foreign policy debate.
Hence, neither is visible from where originates the US foreign policy
legitimacy on the national (US) and international scene, given that
all others are only used to reinvent [St] Augustine and [St]
Aquinas, and even recruit them in the US wars and police force
across the globe. From this group alone? Not really, but they
summarize well the contemporary application of the US foreign policy
in the world, as if they created it.
Let’s
examine the US Foreign policy in its full light so to assess the
essential nature of the US wars by means of this debate. It will
move us from the apprehension of appearances, i.e., from the caves,
into an intelligible world – revealed here with most of its
fallacies and licentious rudeness – of the creators of the global
chaos (and not peace). It will demonstrate
-
That the evil for them is all that is contrary to
their vision of the US’s national interest, that the only sovereign
authority is the US, be it in Europe, Asia, Africa or elsewhere.
-
That the goal is to conquer the states, not to bring
peace to them. The aim of peace is completely evicted from the
reality of the US war.
-
That other nations “have no right to use the
force because they’re not in fact exercising sovereignty in any
meaningful sense of term, which creates serious problems for those
states.” That’s why they “do this stuff” (debates, seminars).
-
That the US foreign policy is interfering with
other countries’ national policies only to create the cases for a
full-scale intervention.
-
That they prefer not to leave time for
justification of such interventions, all justifications being
created afterwards.
-
That they don’t care very much if the
humanitarian and democracy-building grounds disappear (approaching
the stage of tyranny in the “circle”) as long as they can threaten
the world with the use of force – and provide justification only ex
post facto.
-
That anyone who opposes the US foreign policy
agenda (the only sovereign authority) can be labelled as “private
tyranny” in their messianic kingdom.
-
There’s no more common good, only the US
“national interest”. Because the sovereign authority “could be
domestic, or it could be international.” And
it is the US.
-
That the international law is (as an alternative)
in service of changing the regimes, unilaterally, which the US
foreign policy creators don’t like, although it floats, with no
remorse, in the midst of the paradox that the US doesn’t subscribe
to it.
-
That they’re changing the rules of the
international law with the goal to involve regime change, should it
not fit in the US agenda.
-
They’re “fed up” with multilaterism, but
international support via the U.N. is desirable only to ask the
member states to “cease and desist” from their policies, and to
“nationalize” international law.
-
Genocide is only a “trigger word for a legally
mandated intervention," it can be attached to anyone opposing the US
foreign policy.
-
They defy the doctrine of [St] Augustine and [St]
Aquinas with their desire to dominate and the absence of the aim of
peace, but they use its principles, and the whole idea of just war
only to “make it up from the scratch” and make “American Catholic
Church adopt [their principles] as their own reading of Catholic
doctrine.”
-
That all peace efforts are designated as “futile
intellectual effort”, particularly those of the American Catholic
Church. After all, the just war doctrine is not even their “cultural
tradition” but needs to be reinvented.
-
That other participants in debate, such as the US
Bishops, are welcome only to “get the clergy to talk about these
matters”, “bait the local priests and ministers to give [the press]
something to talk about, and finally to engage “a certain number of
Americans” in “the issues that they might otherwise be reluctant to
engage”, which is their only “valuable function”.
-
But they’re “not in fact legitimate umpires;
they’re participants in the debate”, for this purpose (of justifying
the US wars). (And who did give legitimacy to such speakers to
designate the “illegitimate umpires” remains unrevealed.)
-
Thus Milosevic “had totally outlived his
usefulness” after Dayton Peace talks (post-Bosnia war) – but they
don’t say how he was useful during the wars in Croatia and Bosnia,
and to whom? Before he “outlived” his purpose.
-
Only the force has a “reasonable hope of success”
– therefore, here’s the answer about Milosevic “outliving his
usefulness”… The US took over.
-
Inspired by Churchill’s doctrine, 3,000 or 10,000
in body counts (like in Afghanistan) is all the same to them… Since,
“At least people now say ‘collateral damage’ when they used to say
‘body count’. (And let’s not forget the number of kills that the US
army should be proud of, while the international law is set up for
all other armies that dare to defend themselves..)
-
The force “will certainly succeed” so the US has
to be “forced to go to war”, all others are “seriously wrong” (the
Bishops in particular).
-
Everything that is hostile to “American power and
to American purpose in the world” is not a fair game.
-
So what’s the purpose of the American wars, given
that the US becomes “present danger” itself against all those
countries that prefer their own purpose within the state. But no,
they will “redefine the meaning of ‘present danger’”, and that’s it.
-
Hence, the house of war moved in the US?
-
But due to their secrecy, we need to get “educated”
– and no more informed, I quote: “"Where is the knowledge we lost in
information?" … the fact is that many of the people who are most
opposed to Iraq are the best informed. So it's not that I think that
if more people knew more about it, they'd agree with me. One learns
through discussion as well. It's not just a matter of becoming
informed, it's a matter of becoming educated.”

And what happens if someone does wish to get
informed: it’s a “futile intellectual effort”, they’re surprised to
hear a comment raising the question how well the war is conducted
and what the consequences have been, that is if anyone thinks that
labelling a regime as “despotic” alone wouldn’t do it, not even as
part of “the Al Qaeda network, and needs more information: “

The answer: “I'm surprised to hear that comment
coming from somebody sitting at this table. What you do to find out
more is listen to people like Jeffrey Goldberg or Michael Ignatieff
or other respected analysts who, with the investigative abilities
that they have, go into the war zone and tell us what they've seen.”
-
Only them? It is Michael Ignatieff who said (the
lecture to Canadian military) that if Bin Laden didn’t exist, he
should be invented.
-
Finally this gives us the taste of the US
purpose, within the states: “I
think many U. S. decisions about the use of force in the future are
going to be based on thinking that is more like that of a policeman
than that of a soldier. When U.S. troops shoot and fight, what
they're going to be doing much of the time is intervening in other
people's quarrels, going in and collaring somebody. The argument is
going to be, not about the morality of the use of force, but about
whether the United States has enough self-interest in this area to
take on the role of the policeman. Because U.S. power is so
overwhelming and is going to get more and more so, I suspect there
will be fewer and fewer occasions on which the United States is
called on to use force to defend itself. The issues will be less
about the use of force between states and more about the use of
force within a state. They're going to be thinking like a
cop. ”

should be the only sovereign, the "world cop" entitled to make use
